MINUTES OF THE MEETING OF GENERAL COUNCIL OF ASIAN JUJITSU BELTWRESTLING FEDERATION HELD ON 02-09-2005, AT ALMATY,KAZAKHSTAN A General Council meeting of Asian Ju Jitsu Belt wrestling Federation was held on 02/09/2005,16:00 hrs. at Hyatt- Hotel, Almaty-Kazakhstan. ITEM NO. 1 OPENING OF CONGRESS & WELCOME ADDRESS BY THE HOST.
The meeting started with the welcome address by the Host Mr. Timur Dossymbetov, President of Kazakhstan Olympic Committee extending his welcome to all delegates, especially to the President of JJIF.

ITEM NO.2. ADDRESS BY THE PRESIDENT JJIF.

The president Mr. Pual G Hoglund in his opening statement expressed his expectations that this General Council meeting become a significant turning point in promoting Ju Jitsu and Belt wrestling in Asia. Ju Jitsu Belt wrestling need evolution not revolution in order to catch up with other Sports. In view of fact, that Ju Jitsu is now a universal Sport, which is evident by the inclusion of Ju Jitsu in World Games, and does not belong to one country alone. It has to become more Comprehensible for the General Public. The President emphatically reminded the delegates that, when taking decision at this meeting they should be aware of the challenges of the Future and the development within Asia.
ITEM NO. 3: FORMATION OF AJJBWF
The President AJJU Mr. Khalil Ahmed Khan informed the house that a proposal has been submitted by the President of ABWU Mr. Serik A. Tukiyev (Deputy Sports Minister of Kazakhstan) for the merger of two unions by creating a parent body of these two traditional sports to have a broad based horizon in Asia. As both these sports have more or less similar rules of competition thus, both events can be organized under one body. The following was the resolution: —–“It was resolved unanimously by the Asian Ju Jitsu Union and the Asian Belt Wrestling Union to merge into a parent body, i.e. “Asian Ju Jistu Belt wrestling Federation (AJJBWF)” to have a broad based horizon to promote these two traditional sports together. Further it was decided to immediately apply for recognition from the OCA (Olympic Council of Asia) by the newly founded entity. ie. AJJBWF. The following persons have been elected as the office bearers of the Asian JuJitsu Beltwrestling Federation (having abbreviation as AJJBWF) in the Congress Meeting held on 2nd September 2005 at Hyatt Regency Hotel, Almaty, Kazakhstan: President: Ayashev Onalbay (Kazahkstan) (The Deputy of Majilis- Parliament) Chairman (Executive President): Khalil Ahmed Khan (Pakistan) 1st-Vice President: Abdul Muttaleb Ahmad (Kuwait) (Special Advisor of President OCA) 2nd Vice President: Mohammad Yunas Changezi (Pakistan) ( Minister for Sports) 3rd Vice President: Serik A.Tukiyev (Kazakhstan) General Secretary: Prof. Dylan Sung (Taiwan) Assistant General Secretary: Dr. Anthony Fernandes (India) Treasurer: Dr. Henry Kothagoda (Singapore) Director Public Relations: Jaffer Al Muthaffar (Iraq) Director Scientific Affairs: Fikrat A. Kerimov (Uzbekistan) Sports Director JJ: Nasrollah Kakavand (Iran) Sports Director BW: Alla Zhumakanova (Kazakhstan) Referee Director JJ: Kazim Ali Changezi (Pakistan) Referee Director BW: Shokirgnonov Azamzon(Uzbekistan)

DECISION:

The resolution was unanimously approved by the house and signed by the Chairman AJJU Khalil Ahmed Khan and Chairman ABWF Mr.Serik A.Tukiyev .The same was counter signed by the presidents of the respective International bodies. i.e. For JJIF Dr.Paul G Hoglund and for IBWF Mr. Gaynarov Rif
ITEM NO. 4. Acceptance of the bid for 1st Asian Championship 2006.
There were two bids submitted to the newly elected General Secretary of federation, one by Iran the other Was from Pakistan.
DECISION:
The house unanimously approved and accepted the bid of Pakistan and further decided to have 1st world cup Tournament in Iran. The date and venue of the events will be given by the host countries and same shall be notified by the general secretary.
ITEM NO. 5. (a) ANY OTHER ITEM with the permission of chair.
The members were being appraised by the newly elected chairman regarding proposed affiliation with OCA and the process of Registration of ajjbwf and also the plans for lunching its dynamic web site.
DECISION:
The house unanimously adopted the report of Chairman and authorized the Chairman/ Executive President Mr.Khalil Ahmed Khan to represent the body before 3rd party, OCA and all other organization including parents organizations as he deems fit. He was further authorized to do all necessary things for registration purposes and for lunching dynamic web site of the Federation.
(b) Head Office.
The General Secretary appraised the house and proposed that the head office of the federation should be in Pakistan as the Chairman/Executive President lives in Pakistan, it would be more suitable to have the permanent office of Federation in Pakistan.
DECISION:
The proposal was unanimously approved.
(C) Formations of statue and rules/regulations.
The house was appraised by the chairman regarding the Federation’s bye-laws and other rules/regulations.
DECISION:
The report was unanimously approved and Chairman/Executive President who is lawyer by Profession, was authorized to form a constitution committee of any members and after getting approval of draft through e-mails, adopt the Constitution/statues, rules/regulations and present the same to the 3rd party such as parents’ bodies and also to the OCA for membership purposes.
(D) Appointment of Director Marketing
The house was apprised by director Referee Mr.Kazim Ali towards the need of financial assistance as well as to have some sponsorship for the smooth running of the federation and to have Director Marketing for the purposes.
DECISION:
The proposal was unanimously approved by the house and Chairman was authorized to appoint any suitable person for the post on some reasonable terms and conditions.
The Agenda being exhausted President JJIF Paul G Hoglund extended his gratitude to the host for the perfect organizing of the General Council meeting and declared the meeting closed and invited the participant for the press conference duly arranged into the next board room. The delegates were thereafter, invited for dinner by the Sports Minister of Kazakhstan.

 MINUTES OF MEETING OF GENERAL COUNCIL OF ASIAN JU-JITSU BELT WRESTLING FEDERATION HELD ON 5TH OF NOVEMBER, 2006 AT 3:30 P.M. IN EURASIA HOTEL- ALMATY KAZAKHSTAN

A General Council meeting of Asian Ju-Jitsu Belt Wrestling Federation was held on 5th of November, 2006 at 15:30 hours in Eurasia Hotel, Almaty-Kazakhstan.

ITEM NO.1
    
The opening of the Congress and welcome address by the Chairman.

The meeting started with the welcome address by the Chairman/Executive President Mr. Khalil Ahmed Khan extending a welcome note to all the delegates, especially the President JJIF and the Sports Director of JJIF from Holland and Assistant Sports Director, JJIF from Germany. He also introduced these peoples to the members of the Congress and placed his personal thanks for the valuable technical support by the JJIF for conducting the 1st Asian Championship, 2006. Mr. Chairman had requested to the President JJIF to have few words to the Congress delegates about the achievements made by the AJJBWF. Dr. Paul G. Hoglund, President JJIF thanked the chair and informed the house that one year ago, 02 Sports International Federations decided to merge their sports and create a governing body in Asia in the name of AJJBWF, so that these 02 sports can get a berth in the Asian Games and this merger has been proved like a happy marriage. He further described that participation in World Games which is 2nd biggest after Olympic of Ju-Jitsu itself is a proof that this is a very popular Martial Art and in the next World Games, which will be held in Taiwan in 2009 and Ju-Jitsu will be an colourful event as 3rd time participation. He expressed his indebtedness to the Chairman AJJBWF for his untiring work and that too without any resources.

ITEM NO.2

Approval of the minutes of meeting dated 2.9.2005.

The Chairman informed the house that the minutes have already been circulated to all the member federations. However, copies of the same have again been supplied to the delegates, if any one has any objection, he/she may record the same. At this stage, the representative of Iraq pointed out that the names of Mr. Mark Lieberman and No.11 Mr. Jaffar Al-Mutahaffar by saying, that they are not the representatives of Iraq. The Chair explained and pointed out that Mr. Jaffar attended the previous Congress in his capacity as representative of Kuwait and not of Iraq, whereas, Mr. Mark Lieberman was having a proxy to attend the meeting. Therefore, nothing is wrong with these names.
DECISION

The house unanimously approved the minutes.

ITEM NO.3

Approval of constitution/bye laws of AJJBWF

The members were being apprised by the Chairman regarding adoption of constitution/bye laws of AJJBWF which copies have already been sent to member countries and are also available on the Federation’s Web Site.

DECISION
The house unanimously approved the constitution/bye laws of AJJBWF and thanked the Constitution Committee and its members for such a wonderful work

ITEM NO.4
Acceptance of bid of 2nd Asian Championship

There was a bid submitted by the Chef-de-Mission of Pakistan delegation Mian Imran Masood, Minister for Education, Punjab to the house to host 2nd Asian Championship in his country. The Chairman asked about any other bid from the house, but none came forward.

DECISION
The house unanimously approved and accepted the bid of Pakistan. The date and place of the event will be given by the host country and same shall be notified to all the members by the Federation’s office.


ITEM NO.5
Approval of Calendar of activities

The Chairman asked the Director Sports to apprise the house regarding  future plans. Mr. Kakavand apprised the house about the proposed calendar of 2007 and 2008 including Referee and Coaching Seminars. The Taiwan Ju-Jitsu Association also offered to be the host of 3rd Asian Championship in 2008 at Taiwan.

DECISION
The house unanimously adopted the report of Sports Director and approved the Calendar of events, including the offer of Taiwan.

ITEM NO.6
Approval of Budget  (2006-2007)

The Chairman offered the floor to the Treasurer of the Federation Dr. Henry Kothagoda. The Treasurer, informed the house that so far, there exist no bank account of the Federation which is in process and since there was no income so, there cannot be any budget presented at this moment. However, all the activities/expenditures incurred so far for the Federation activities including traveling, printing etc. are the result of personal loan by the Chairman and other sources. He further informed the house that all the members countries must pay their Federation Fee to the International Federation, so that, International Federation can reimburse 35% to the Asian Federation as per law. As such, only few countries have paid so far, to the International Federation. Thus, no remittance have been received by the Asian Federation from International Federation.

DECISION
The house unanimously adopted the report of Treasurer.

ITEM NO.7
a)    Any other item with the permission of Chair.
The Chairman apprised the house about contribution/assistance received from Mr. Rif Gaynanov, President IBWA for the uplift of AJJBWF and also by Boulat Galimgerov, Special Adviser to the Chairman and desired that his services must be acknowledged by the house by electing him as Vice President of the Federation, in place of Mr. Muttalib Ahmed from Kuwait, who is not working as active member since inception of the Federation.

DECISION
The house unanimously approved and elected Mr. Boulat Galimgerov as Vice President, as was proposed by Mr. Waqar Ilyas Khan of Pakistan and seconded by Mr. Amjad Ali of UAE and also acknowledged the contribution of Mr. Rif. Gaynanov (President IBWA).

b)    Mr. Amjad Ali proposed to the house that the title of the Chairman/Executive President should be re-designated as President of the Federation     

DECISION
The house unanimously accepted and approved the proposal of Mr. Amjad Ali as seconded by Dr. Henry Koth agoda of Singapore.
    
c)    The representative of Iraq also requested for some portfolio, so that they can also promote these sports in their region.

DECISION
Mr. Saad Al-Aani, President of Iraqi Ju-Jitsu was elected as Vice President of the Federation.

d)    The Chairman also informed that Mrs. Alla Zhumakanova of Kazakhstan, a female representative of the Federation is not working actively and has shown her inability, therefore, some new person be elected as female representative.    

DECISION
The house unanimously approved the name of Mrs. Abida Tanweer of Pakistan as new Chairperson of Women Sports Committee.

e)    Mr. Jimmy from Taiwan proposed to create Sports Committee and Technical Committee of the Federation.

DECISION
The Chairman of Sports Committee Mr. Nasrullah Kakavand and Mr. Kazim Ali of Technical Committee were authorized to induct other peoples in their respective committees with the consultation and prior approval by the President.

The Agenda being exhausted, Chairman extended his gratitude for the host Mr. Boulat Galimgerov for the perfect organization of the general council meeting and declared the meeting closed and invited the participants for the group photo as well as snacks. The handing over ceremony of flag of AJJBWF to Mian Imran Masood, Chef-de-Mission of Pakistan as symbol of official entitlement for the next Asian Championship, 2007 was also held.
